About NSO Online Delivery Service
Long before digital government services became common, one platform was already helping Filipinos request essential documents from home.That platform was known to many as “NSO Delivery”—a trusted name that offered convenience at a time when most services were still done in person. Before it became known as PSAHelpline.ph, the platform was widely recognized by many Filipinos as “NSO Helpline Plus”, an accessible hotline solution for getting civil registry documents like birth, marriage, and death certificates without visiting a government office.
In June 2000, NSO Helpline Plus was launched: the first and only hotline-based NSO certificate request system in the Philippines at the time. By simply calling 02-737-1111, Filipinos could request an NSO certificate and have it delivered straight to their home or office, a service that would be popularly known as NSO Delivery.
This was a groundbreaking alternative to visiting NSO branches and Local Civil Registry offices to get birth certificates. The service was made possible through a partnership with the National Statistics Office (NSO), the government agency responsible for civil registration, population data, and official statistical reports. As the country’s central authority for birth, marriage, and death registration, the NSO issued certificates printed on Security Paper, stamped with the NSO logo and official markings that authenticated each document.
Recognizing the growing digital needs of Filipinos, NSO Helpline Plus expanded its services online by the turn of the decade, allowing individuals to also order their NSO certificates online via web forms. This bold move positioned the platform as a pioneer in digital civil registry document access, offering a faster, safer, and more convenient alternative to walk-in applications.
So, when the National Statistics Office (NSO) officially became the Philippine Statistics Authority (PSA) in 2013, the transition for the platform was seamless. The service was rebranded as PSAHelpline.ph, not just in name, but in full support of the PSA’s vision for modernization and ease of doing business.
PSAHelpline.ph was already ahead of the curve, offering secure PSA online services and PSA delivery years before digital transformation became the national standard. What started as NSO delivery through a hotline evolved into a complete digital channel for requesting a PSA birth certificate, marriage certificate, death certificate, or CENOMAR and CENODEATH, accessible anytime, anywhere.
